SOUTH-EAST FINLAND-RUSSIA ENPI CBC 2007-2013

Cross-border cooperation on the external borders of the EU and therefore also between Finland and Russia shall be implemented through the European Neighbourhood and Partnership Instrument (ENPI) during the programming period 2007-2013. The South-East Finland - Russia ENPI CBC -Programme is one of the three programmes implemented in the Finnish-Russian border region. Regional Council of South Karelia is responsible of the duties and functions of the Managing Authority of the South-East Finland Programme. ENPI CBC tasks are delegated to the Administration and Financing division. More information at Regional Council homepage.

The Programme covers the South Karelia, South Savo, and Kymenlaakso regions in Finland and the city of St. Petersburg and the Leningrad Region in Russia. The areas that may participate in the programme as adjacent regions include Uusimaa, Päijät-Häme and North Savo, and the Republic of Karelia.

The aim of the Programme is to support cross-border cooperation across the border between the participating regions. The objective is to promote the position of the Programme area as an integrated economic zone and a centre for transportation and logistics in order to strengthen its competitiveness and attractiveness to investors, and to improve the state of the environment and the standard of living and welfare of its citizens. The official language of the Programme is English.
