These questions and given answers are published relating to the first Call for Proposals 18.1.2010-23.4.2010.


FAQ: Can an Applicant or partner, having its headquarter out of the eligible territories but only a decentralised office in the eligible regions, submit a project proposal?
In exceptional cases the participation of Applicants and/or Partners not having their main headquarter but only a decentralised registered office or structure in the eligible regions is admitted. The said structure must have the capacity to undertake legal obligations and assume financial liability. These conditions must be proved by providing supporting documents (such as statutes, registration papers and/or other official documents) that might be requested by the JMA during the evaluation process of project proposals (see in more detailed section 2.1.1 of the Guidelines for Grant Applicants).

FAQ: Is it possible to involve partners from outside the Programme eligible area?
According to the Guidelines for Grant applicants (section 2.1.2) partners located outside the Programme area and outside an adjacent area are eligible to participate as associated partners in projects funded under the Programme if the specific expertise of a certain partner from outside the eligible area is deemed crucial for the project and the expertise does not exist in the Programme area; the project would not be able to fulfil its objectives without participation of the external partner, i.e. its role in the project is justified and relevant and the presented activities support the objectives of the call in question and the development of the Programme area. Such associates play a real role in the action but may not receive funding from the grant with the exception of per diem or travel costs. Associates do not have to meet the eligibility criteria referred to in section 2.1.1. The associates have to be mentioned in "Associate of the Projec" of the Grant Application Form.

FAQ: What is the co-financing share that could/should come from each partner? Should they participate with equal co-financing?
Each individual project has to be co-financed by the Lead Partner and/or project partners (section 1.3 of the Guidelines for Grant Applicants). The co-financing rates are: minimum 30% (Priority 1) and minimum 20% (Priorities 2 and 3) from the total eligible costs. There are no additional rules about the share of each project partner contribution to the required co-financing. Lead Partner and partners can co-finance the project. Also all other financing that Lead Partner and partners can collect for project is presented as co-financing.

FAQ: Do contributions in kind represent eligible costs?
No, any contributions in kind (such as voluntary work or provision of offices) do not represent actual expenditure and are not eligible costs.

FAQ: Are the project preparation costs eligible?
No, they are not eligible. According to section 2.1.4 of the Guidelines for Grant Applicants, grants may only cover costs incurred after the date on which the Grant Contract is signed or a later date indicated in the Contract.

FAQ: Is there any financial advance before the project implementation begins?
According to the Programme document, the contracting authority (JMA) of the Programme makes three types of payments to the Lead Partners:
-pre-financing
-interim payments
-final payments of balance after verification of expenditure and activities.
The first pre-financing payment may cover up to 30% of the first year programme contribution to the project. The first pre-financing request can be made by the Lead Partner after both the JMA and the Lead Partner have signed the Grant Contract for the project.  The first interim payment request can be made when 70% of the previous payment has been used. Further interim payments can be requested when 70% of the previous pre-financing payments and 100% of the ones preceding that have been used and substantiated by an expenditure verification report. The number of interim payments depends on the size and duration of the project.  When submitting a payment request to the JMA, the Lead Partner should enclose with it the corresponding cost verification report (ex-post control contracted out to auditors. The costs for cost verification can be supported from the project budget. The cost verification report should cover all expenditures of the project (including those of the Lead Partner and partners).

FAQ: What might be the problem when the EMOS-system does not accept given login and password?
The most common problem is browser ban for Pop-up windows. Settings can be modifyied in browser tools.

FAQ: Can several users login to EMOS –system for the same project proposal at the same time?
Yes, several users may login to EMOS-system at the same time using same login and password, but only the first login user may save the information. The Applicant/Lead Partner organisation only is responsible for all the information given in the EMOS and that is why centralized use is highly recommended.

FAQ: Should the Application form be filled in by the numeral order in EMOS-system and can the Application form be printed at any stage?
Order to fill in the Application form may be conducted by the own choice. Notice that some pages are filled automatically. The Application form may be printed at any stage. Notice that the complete form is printable only at page 1 Grant Application Form. All the other pages are printable only by page. For printing use the web browser printer.

FAQ: Do all project partners have to sign the partnership statement? 
Yes, every single project partner, including the Lead Partner must acknowledge their responsibilities within the project by signing the Partnership Statement.

FAQ: Should the financial contribution from each partner be presented in the Financing plan as a lump sum including partner´s own co-financing plus co-financing collected by them, or should the collected co-financing (from private companies, associated partners) be presented separately (in its own rows)?
Co-financing should be presented separately, specified by organisations in their own rows whether they are a partner, an associate or just a financer. Also note that during the contracting procedure the Lead Partner is responsible to verify all the co-financing presented in the application form.

FAQ: If co-financing sources are uncertain at the stage of application signing, can it be presented as a lump sum using heading "financing from some private companies"?
No, such indefinite heading is acceptable. All the uncertain co-financing should be presented under the Lead Partner's co-financing.
